What is 'effective management'?

It's easy to define management as a dictionary entry; and it's just as easy to call oneself a manager. I recently heard a policeman described as a Neighbourhood Beat Manager. All the more reason, then, for us to be clear about the meaning of management before we talk about being effective.

Perhaps the best description (rather than definition) of the manager's task is by Peter Drucker, Professor Emeritus at the Claremont Graduate University, California: 'the first duty and continuing responsibility of the manager is to strive for the best possible economic results from the resources employed or available.'1

Everything that a manager wishes to do rests, in the end, on sound economic performance. Even matters such as staff leadership and motivation, R&D management, plant management, fleet maintenance, etc. will in the long run be judged in the same perspective. It is about getting the best from your resources - and human beings are the best resource you have. It is through them that greater effectiveness will be delivered - provided that you know how to achieve your ends.
